Germany is currently the fourth most popular destination for international students to study abroad; supporting the US, UK, and Australia. As of October 2014, all the public universities in Germany fully abolished tuition fees for undergraduate studies, for both domestic and international students, to turn into a country free of university tuition fees.
This means that today, you can study in Germany for free whether or not you are from Africa, a developed or developing country, as an international undergraduate student.
Undergraduate costs to research in Germany
While tuition is currently free at all universities in Germany, there is still a nominal price that all students will be charged. This cost, generally no more than $250 (US$315) per semester, is in place to cover administration, student support services, and other unavoidable expenses.

Are Masters and Ph.D. studies additionally tuition-free for international students?
Master’s degrees at German universities are usually free if they are classed as”consecutive” — i.e. following directly on from a related bachelor’s degree gained in Germany. But a”non-consecutive” master’s level, for people who have attained their bachelor’s level elsewhere in the world, may cost more than $10,000 (US$12,644) per session, and personal German universities can charge up to $30,000 (US$34,300) per year for a master’s degree.
At the Ph.D. level, tuition is once more free at all public universities in Germany — for its first six semesters at least. As all levels of research, Ph.D. students will also be required to create a semester donation of between $150 (US$170) and $250 (US$315) for administration and other expenses, based on DAAD.

Heinrich Boll Foundation Scholarships
The Heinrich Böll Foundation grants scholarships to about 1,000 undergraduates, graduates, and doctoral students of subjects and nationalities per year, that are pursuing their degree at universities in Germany. See link

Price of residing in Germany
According to official figures from the DAAD (German Academic Exchange Service), the normal cost of living and studying in Germany is currently US$10,520 ($9,170) annually; breaking to US$540 ($470) for school fees and US$9,980 ($8,700) for 12 weeks of dwelling — covering food, transport, lodging, amusement, class materials, and other essentials.
Of course, the amount will fluctuate depending on the length of your program, your level of research, the German country you reside in, and whether your college is public or private.
